This isn't a missing-data problem -- it's a licensing one
Real, address-level lead service line data for Rhode Island does exist, and a government agency there already publishes it for free. But the source's own published terms explicitly say the data can't be used commercially -- and this site is a commercial product (it sells reports and monitoring subscriptions), so we're legally not able to host, resell, or build a lookup tool from it, no matter how good the underlying data is.

The restriction is only on commercial use by a third party like this site. If you live in Rhode Island and want to know if your own home has a lead service line, the government's own tool is free, direct, and has no restriction on you looking up your own address.
